"through" in this case is vague enough to mean "between the racks" or "along the racks". A safe bet IMO.

The important point seems to be all-over, unrestricted access:

have visited these things and they have very tall racks and very narrow gaps between the rows. No room for a normal forklift, so they have a rail in the middle along which runs a sort of robot shuttle that can be remote controlled to rise and fall to the appropriate height to access the particular shelf. You get more rows of racks in the same space. This is the same principle but for containers with a shuttle vehicle

is the term used in warehouses, not shelves. E.g. a "Hochregalstapler" is called "High-rack stacker". Fork-lifts travel between/along the racks.

I could also interpret "im Regal" as meaning in the aisle between the racks.
Do you have more context as to where/how exactly they travel?
