This is about inland shipping. The White Paper referred to is the “Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system”:

but this term is only used once in the German version of the White Paper and doesn't actually crop up at all in the English, instead being called "transport activities", which doesn't seem to fit the bill here
