Context:

"Für die Aufnahme in den Anhang H der Norm kommen nur solche Emissionsfaktoren in Betracht, die sich allein auf einen Beförderungsvorgang beziehen. Emissionsfaktoren, die zum Beispiel Umschlagvorgänge oder Vor- und Nachlauf berücksichtigen, sind dafür nicht in geeignet."

This is to do with the draft European standard prEN 16258:2011 “Methodology for calculation and declaration on energy consumptions and GHG emissions in transport services (goods and passengers transport)”.

I'm also not sure about "Vor- und Nachlauf" here.
