In a discussion of legislation governing the stability of cargo vessels (for inland shipping). I'm also a bit unsure about the similar word "allenfalls".

... but in your particular (con)text and in the collocation "allfällige Grenzbedingungen", where "allfällig", as a legal term, is combined with the technical concept of "Grenzbedingungen".
... because "allfällig" is legalese by all means, irrespective of its usage in conjunction with inland navigation. (And inland navigation may fall under "transportation".)
