Der Abschluss des nach niederländischem Eisenbahnrecht obligatorischen Beschäftigungsverhältnisses steht ebenso wie der bahnärztliche Tauglichkeitsnachweis kurz vor dem Abschluss.

The conclusion of the obligatory employment contract according to Dutch Railroad Law is just about finalized, as is the railroad’s required proper ID proving medical experience.

sounds like ENT here, does anyone have a good term for this?

You haven't given any context, but I assume this is someone about to be employed by a railway company.

I would translate Bahnarzt simply as company doctor (the "railway" is obvious), and Eisenbahnrecht as "law", for the same reason.

Your translation needs a lot of work, so can I suggest one for the whole sentence?

The employment contract required by Dutch law, and the company doctor's health certificate, are almost complete.
