German term or phrase: Zollausland
Hamburg erhält Zollanschluss, Freihafen und Speicherstadt blieben weiterhin "Zollausland".

customs exclave
Explanation:
Another possibility:
customs exclave (Dietl/Lorenz), free zone (Langenscheidt)

"Zollausland" is the opposite to "Zollinland," and this is contrasted with "Zollausschlussgebiet" with the abobe translations. And since it's about part of the Hamburg harbor and not some foreign territory, exclave should fit nicely.

cf:

foreign soil for customs purposes

Explanation:
Rather longer, but absolutely explicit. "Territory" could also be used instead of soil.
