"(fabric) belting enclosure" or "fabric wrapping"
Explanation:
The first tyres which Dunlop patented were rubber tubes (not inner tubes- which came much later) made up from strips. To protect the rubber and prevent the tube from bursting they were wrapped with fabric belting which also held the tube onto the wheel rim.

innertube??

Explanation:
It looks like Dunop invented the first pneumatic bicyle tire:

Dunlop Tires is beginning a new era in its proud history, one we're confident will continue the success story that's been unfolding for more than a century. It's a story of both impressive accomplishments and unlimited potential. It's a story that has, without question, established a truly rich heritage of excellence, a tradition we build upon as we move forward into the 21st century.
As we look back on the history of our growth, there is a lot to know about Dunlop — and a lot to be proud of. For Dunlop Tires, that pride started back in 1888 with a Scottish veterinarian named John Boyd Dunlop, the founding father and namesake of the Dunlop brand.

When he set those momentous 19th century events in motion, Dunlop was searching for a way to improve the performance and comfort of his son's bicycle. Something that would give it a smoother ride and better handling. He definitely succeeded, creating the first pneumatic tire, and a company that would later come to be known as Dunlop Tires.

Or maybe \"fabric reinforcement\", but that was in 1885:

Patented ‘Flexifort’ a tyre cord with 98% warp and 2% weft which eliminated the abrasive degradation problems associated with conventional fabric-reinforced tyres. Used by Dunlop in his 1888 tyres. Nevertheless, fabric reinforcement lasted through to the end of WW1

Why would they say \"Gürtel,\" if it isn\'t a belt? Maybe with a little more context we could figure it out. Would be helpful to have the name or number of the patent.
