Six coupled, eight coupled etc.,
Explanation:
In UK we tend to refer to the number of coupled wheels more often than the number of axles.

This is not easy to explain.
On a steam locomotive, only the driving wheels are coupled together by a connecting rod(s) wich is driven by the steam cylinders. This is so that the driving wheels move simultaneously and spread the traction over more wheels.

It does not refer to the total number of axles, as a locomotive can have more wheels and therefore axles which are not coupled together, and are merely there to support the weight of the locomotive. These wheels/axles are not included in the "Kupplung". So a "Fünfkuppler" has ten coupled wheels (five coupled axles) but could have a total of eight axles.
Here is a picture of a good model (for clarity). You can clearly see the coupled and non coupled axles.

Milan Sramek: This loco, marked E 201.001, was completed in December 1931 with SKODA company Nr. 725/1931 for Czechoslovakian Ministry of Defense. This acumulator locomotive was destined for Ammunition storage in Policka, Eastern Bohemia. P = predni celo lokomotivy (front end of locomotive), Z = zadni celo lokomotivy (rear end of the locos). This designations were on all vehicles of modern tractions (diesel railcars and locos, electric locos) in between-war period. Plate with a lion above the no. plate = lion was symbol of between-war Czechoslovakian Republic, and on vehicles the symbol of CSD (on private vehicles symbol the private company is Czechoslovakian). The loco in background could be 310.921 - these steam three-axle locos were also built by SKODA in 1920s and 30s as for industrial (incl. Army) lines. The loco E 201.001 was never in CSD property, but all vehicles in Czechoslovakia had the same "number format".

Explanation:
This notation is indeed used for identifying the number of wheels.

If the number wheels under truck refers to only one pair and the driving wheels consist of three pairs, the notation would be 2-6-etc. The term rod is used to refer to the coupling mechanism.

Any better online encyclopedia can confirm this.
