Yes, in this context, it definitely does mean destinations. The \"routing\" meaning is here subordinate, and unimportant in the context given.

This is if you like the carrier\'s shorthand. Look at all the lorries on the motorways and most of those written in English (probably most of the lorries anyway!) will have \"Overnight to all destinations\" on them.
