From the context I can only imagine "when the police aren't around" but I don't think that's it.

Alle Reisezüge verkehren in den untersuchten Betriebsvarianten mit einer zulässigen Höchstgeschwindigkeit von 120 km/h. Dabei werden an die verwendeten Reisezugwagen folgende Anforderungen gestellt:
Höchstgeschwindigkeit: 160 km/h (*lauftechnisch* 200 km/h)
Zentrale Energieversorgung über Zugsammelschiene
EP-Bremse mit Notbremsüberbrückung (Tunnelstrecken)

All passenger trains travel in the investigated operating variants with a permissible maximum speed of 120 km/h. The passenger cars used will be subject to the following requirements:
Maximum speed: 160 km/h (*lauftechnisch* 200 km/h)
Central energy supply via train lines
EP brakes with emergency brake bypass (tunnel routes)
