Au départ, c'est ce que j'avais compris et j'aurais proposé 'mesure retour' sans la préposition.

Selon le client, uniquement "mesure retour" ou "mesure de retour" qui, précise-t-il, ne vise pas systématiquement une confirmation, mais qui est plutôt un contrôle / une vérification complémentaire.
