Um Bewohnerinnen und Bewohner für die Jurys zu gewinnen, wurden in den Stadtteilen über 4000 Bewohnerinnen und Bewohner im Rahmen einer Zufallsauswahl aus dem Einwohnermelderegister angeschrieben.

il s'agit de créer un jury composé des habitant(e)s de la ville.
je ne voit pas très bien comment comprendre "angeschrieben" par rapport au "aus dem Einwohnermelderegister ". merci

Explanation:
"aus dem Einwohnermelderegister" doit plutôt être mis en rapport avec "im Rahmen einer Zufallsauswahl". On a écrit à ces habitants après avoir tiré leur adresse au hasard dans le registre en question.
