Je n'ai pas de contexte. Seul indice : son abréviation ("SFN") et sa désignation anglais ("staggered set").

Explanation:
On trouve quelques exemples sur Google pour "avoyage variable", mais il faudrait vérifier que c'est bien la même chose.
J'avais pensé aussi à échelonné (ce serait une des traductions de staggered, qui figure dans la version anglaise du lien donné par Gisela), mais Google ne confirme pas.
