Trennung zwischen öffentlichen Apotheken und Versorgungsapotheken

Möglich machte den Betrug eine in Paragraf 14 des Apothekengesetzes geregelte Trennung zwischen öffentlichen Apotheken und den sogenannten Versorgungsapotheken in Krankenhäusern. Letztere dürfen Medikamente zu sehr viel niedrigeren Preisen kaufen. Der Pharmaindustrie ist daran sehr gelegen: Werden ihre Medikamente in Kliniken angewendet, sind die weiterbehandelnden Ärzte praktisch gezwungen, sie auch anschließend zu verschreiben - dann allerdings zum höheren Apothekerpreis.
