Dans ma phrase, il est question d'"Aufwuchszeit" que j'avais compris dans un premier temps, comme montée/exacerbation des hostilités :
"bei der Annahme einer «Aufwuchszeit» - einer genügend langen Vorwarnzeit bei einem Krieg..." en raison de l'incise qui suit, mais en fait, il s'agit des préparatifs, non ?
