Bonjour,
Même s'il s'agit d'un concept en anglais, je pense qu'il est important de saisir le sens de la phrase, qui est en allemand:

Bei der Partnerschaft zwischen X (fédération de tourisme) un dem Y (fédération de football) handelt es sich um eine lokale Zusammenarbeit und nicht um ein Sponsoring-Engagement.

Je propose:

Le partenariat entre X et Y implique une collaboration locale et non pas l'engagement de sponsors. Suis-je dans le vrai? :-)
