per la prima parte, tradurrei -technik in modo generico con attrezzature; per Forstschlepper invece ti segnalo:

...considerando che le macchine di cui trattasi devono essere classificate nella voce 87.01 ; che esse sono costruite per eseguire le operazioni normalmente svolte da trattori forestali e che di conseguenza devono essere classificate nella sottovoce 87.01 B ;

Die Maschinen sind somit der Tarifnummer 87.01 zuzuweisen. Sie werden als "Forstschlepper" von der Tarifstelle 87.01 B erfasst, weil sie dazu gebaut sind, Arbeiten auszuführen, die normalerweise von Forstschleppern verrichtet werden.
