considerato tutto direi semplicemente "manto di copertura".
Regenschale è un termine infelice (ci sono solo 2 riscontri in google).
La Dachschale è una copertura esterna del tetto
Dachoberschale ist die oberste Schicht des Daches (così me l'aveva spiegato un mio cliente).
A mio avviso non si tratta di un termine specifico: si vuole indicare semplicemente uno "strato" di copertura x riparare dalla pioggia
