Kann mir jemand erklären, was hier "kühl die Stirn" bedeutet?

il testo vuole esprimere a mio parere un atteggiamento di sfida da parte di Monti,
che non si lascia intimidire da coloro che vorrebbero fargli credere che è a capo del Governo solo per grazia.
In alternativa a "a testa alta" suggerisco "con fermezza", "risoluto", ma anche "quieto", data l'indole pacata ma ferma di Monti...
