Vado per deduzione: il telescopio è installato in Cile ma fino a poco fa veniva utilizzato slo dagli europei; ora ai cileni è stata data lo possibilità di utilizzarlo per una certa porzione di tempo... Quindi non è più ad uso esclusivo degli europei, ma anche icileni possono svolgere con esso ricerche astronomiche...
