Sembra (ma questo lo verificherai meglio tu in base al contesto) che il termine stia a indicare chi fa che cosa in un progetto o procedura.
Non so se c'è una formulazione specifica, ho pensato a "divisione dei compiti" oppure a "accordo di responsabilità".
