From the beginning of April, Rudolf was moved to the customs department in the small town of "Tuschin." On the eastern outskirts of the Reich, Tuschin belonged to the district of Litzmannstadt

Litzmannstadt is Łódź and Tuschin is probably Tuszin near Łódź. Litzmannstadt is a Nazi name given to the town after the German forces overrun Poland in 1939 - Litzmann was a German general who captured the town in World War I - so it's very much a "loaded" word and care needs to be taken when translating...
