Die Strafvollstreckungsordnung ist eine allgemeine Verfügung, sie steht einem Gesetz nicht gleich. Eine Verfügung ist ein Verwaltungsakt (in diesem Fall des Bundesjustizministeriums bzw. der Justizministerien der Länder), während ein Gesetz vom Parlament verabschiedet wird.
Daneben gibt es aber noch das erwähnte Strafvollzugsgesetz.

Reference information:
Die Strafvollstreckungsordnung (StrVollstrO) enthält die Verwaltungsvorschriften zur Aus- und Durchführung der Strafvollstreckung in Deutschland; sie regelt nicht die Ausgestaltung der Strafe (das wird im Strafvollzugsrecht geregelt). Die Strafvollstreckungsordnung hat keinen Gesetzesrang, bindet aber die Vollstreckungs- und Vollzugsbehörden als Verwaltungsvorschrift. Im Kern gehört die Strafvollstreckungsordnung zum formellen Strafrecht.

Rozporządzenie – akt normatywny wydany na podstawie szczegółowego upoważnienia zawartego w ustawie i w celu jej wykonania. Rozporządzenie stanowi jedno ze źródeł prawa powszechnie obowiązującego, obok Konstytucji, ratyfikowanych umów międzynarodowych, ustaw oraz aktów prawa miejscowego.
Od rozporządzenia należy odróżnić zarządzenie, które jest aktem prawa wewnętrznego, nie może być zatem podstawą rozstrzygnięcia o prawach i obowiązkach obywateli.
