W pierwszym momencie wydawalo mi sie odwrocone do gory nogami, ale im bardzie sie zastanawiam, tym bardziej sklaniam sie do przyjecia tego okreslenia, jednak bardziej jako nazwy imprezy niz samej dyskusji.

Genau so etwas ist es.
Die Teilnehmer dürfen nicht nur zuhören, sondern im Anschluß an die Diskussion Fragen an die Diskutanten stellen.

Diese Form von Diskussion kenne ich allerdings aus Polen nicht. Fast alle im Internet auffindbaren Treffer zu "dyskusja na podium" stammen von in Deutschland betriebenen Domänen, was darauf hindeuten könnte, dass die polnische Bezeichnung als Übersetzung aus dem Deutschen kreiert wurde.

to podium dyskusyjne to zapewne jest jakieś tłumaczenie (sam link na to wskazuje). W Polsce to na 100 procent nazywa się dyskusja panelowa.
Sam już w na kilku takich tłumaczyłem
