pur si simplu. In Germania nu exista nici municipiu, nici district, nici judet. Este, daca vrei, un caz similar cu "notar public" (RO) = "Notar" (DE). Nu se traduce chiar orice.
Eventual poti scrie: centrul raional Rottweil, intelegand prin raion unitate administrativ-teritoriala mai mica decat un judet.

agree  CSsys (X): sunt de acord cu D-l Christian Popescu, dar totusi, in mai multe traduceri apare termenul de "district", judete chiar nu sunt, nici municipii, dar sunt Landeshauptstadt-uri, sau centre ale Kreis-urilor, deci unitati administrative-teritoriale
