Кажется, что речь все же не о странах Евросоюза, а о федеральных землях Германии, в каждой из которых есть Landesbauordnung, при составлении которого берут за основу Musterbauordnung, т. е. стандартизированные нормы и правила. В таком случае - Musterbauordnung - федеральные нормы и правила, а Landesbauordnung - территориальные. Определения Musterbauordnung и употребление выражения "федеральные строительные нормы и правила" ниже в ссылках. Имхо.
