Думаю, что "Armе" здесь просто подчеркивают конструктивную особенность - длину рукояток, и тем самым, опасность нахождения в зоне их действия, в отличии от Hebel, которые могут быть короткими и не представлять такой опасности. "Плечо", на мой взгляд, здесь "уводит" в область теоретической физики".
