"Sachbearbeiter" es la designación común para los empleados administrativos en todos los sectores. Son los que gestionan y tramitan, sin embargo en castellano, "gestor" es una persona que se dedica a realizar trámites ante autoridades públicas, etc., generalmente en forma independiente. No tiene nada que ver con un "Sachbearbeiter" dentro de una empresa.
"Hauptsachbearbeiter" es el próximo nivel de jerarquía y correspondería a un "encargado" (de sección o área administrativa). En muchos casos, la diferencia entre "Sachbearbeiter" y "Kundenberater" es escasa porque el primero también puede tener entre sus funciones trato directo con el público y el segundo suele realizar una parte del trámite administrativo -es lo que lo distingue de un vendedor neto-. En este sentido, cuando se hace expresamente la distincción, se refiere a lo administrativo por un lado ("trabajo de cosas" es "Sachbearbeitung" literalmente y el alemán es muy gráfico en este sentido) y la gestión humana de la relación con el cliente por otro - "Betreuung" tiene un matiz "asistencial".....
