Explanation:
Me parece la traducción más lógica, sumándole la aportación de la compañera. En el PONS.DE aparece Baugenehmigung como "permiso/licencia de construcción". Por analogía, Einbauerklärung debería ser "permiso/licencia de instalación/montaje", depende del tipo de máquina de la que estemos hablando.
