Το "υπερτοπικός" αναφέρεται με απλά λόγια, σε κάτι που υπερβαίνει και δεν υπόκεται στο τοπικό επίπεδο, δηλ εξυπηρετεί υπερτοπικά. Η Κηφισίας πιάνει από Αμπελόκηπους και πιάνει Κηφισιά και βάλε, είναι δηλ. υπερτοπικός οδικός άξονας.
Θα το έλεγα "supralocal axis/artery/road." Ίσως και interlocal.
