As I read this, it's suggesting that the new road will take traffic away from smaller roads, thus reducing noise levels in the area they service. That could be why they mention the local road network specifically. How freely you can translate this depends on the client. (And on reflection, I agree with Dave about "infrastructure".)

I'm very pleased that we've both understood (?) it in the same way! The area where the road is going to be built is to the west of Limassol. It's going to affect some residential areas, but it's so far from central Limassol that it will also pass through greenfield sites. The sentence in question obviously refers to some of the residential areas it will affect, but not to the rural roads through the citrus orchards or the roads near the Salt Lake.
Would "residential streets in the vicinity" work?

From what I actually read in this sentence, it could just be "in the vicinity". When you reduce noise levels in an area, noise is reduced in the roads, in the gardens, inside the houses, even in the sewers. Why does it separate the roads from the residences? Is there any particular reason why people want noise levels reduced in the road network? Or is the text describing something that will reduce noise levels in the streets and, therefore, in the houses?

Could this just be "nearby residential streets"? I think of a 'street' as being a road AND the houses along the road, so this covers οδικό and οικιστικό.
