Greek term or phrase: οικιστικός ιστός
«Αντίθετα, η δημιουργία και λειτουργία του έργου θα μειώσει τα επίπεδα θορύβου στο υφιστάμενο γειτονικό οδικό και οικιστικό ιστό της περιοχής μελέτης, στοιχείο που συνιστά θετική περιβαλλοντική επίπτωση. »

The "obvious" answers all sound wrong, somehow.

residential area
Explanation:
Ιστός is often translated as "fabric" but not in this collocation with "οικιστικός".
I suggest that you translate more freely, using "road network" and "residential area" so that it makes better sense in English.

Explanation:
I'm suggesting you use this as a translation of the composite υφιστάμενο ιστό.

Notes to answerer
Asker: 'Residential infrastructure' tends to refer to parks, libraries etc and not to the houses (and their occupants)

Asker: Thanks! Yes, I think it needs a free translation. I can find 'suburban fabric' in use (a bit) on the internet, but that isn't appropriate for this context. 'Residential fabric' = curtains and upholstery!!!

residential fabric

Explanation:
The 65,000 sq ft Montclair condominium complex’s surrounding Miami Beach area is defined by a well established fabric of 1950’s modern residential buildings.
