Is there a 'standard' translation for this?

Η ομάδα μελέτης που εκπόνησε τον παρόντα Φάκελο αποτελείται από τους: .....

Two (of three) engineers in the team - ΟΜΑΔΑ ΜΕΛΕΤΗΣ - have this title. I don't know what the letters and numbers after the title mean.

Explanation:

First of all these people are chemical engineers. I believe this is ruther obvious from "χημ. μηχ.".

Under greek law enginners are not allowed to perfom studies for any type of public works, but only for those that fall into specific categories. Each engineer can choose up to 2 categories from a set which depends on his specialty.

Category 18 is "Χημικοτεχνικές Μελέτες" and is a bit of a burdain to translate. I'd say "Chemical and Technical Studies".

Category 27 is Environmental Studies.

"Γ'" after the numbers is a kind of rank amongst engineers who are licensed for the specific public works category. Actually "Γ'" is the highest.

Asker: Thank you for the explanation. I think I will use "Designer" for Μελετητής. Likewise, μελέτη in this context means "design", doesn't it? That's my only reservation here: at first I understood "studies" in your answer in the sense of σπουδές, i.e. academic studies.
