Hebrew to English translations [PRO] Law/Patents - Environment & Ecology / International trade & Conventions | | Hebrew term or phrase: מעוגן באמנה / בתקנות | I know אמנה and תקנות, but it's מעוגן I'm struggling with.
I saw on the web "enshrined in the convention" - is that prevalent? (It sounds too biblical to me...)
**הפיקוח על המסחר הבין לאומי בפסולות מסוכנות,** מעוגן באמנות
המסחר הבין לאומי בפסולות מסוכנות **מעוגן בתקנות **החומרים המסוכנים (יבוא ויצא פסולות אלו) התשנ"ד 1994. |

| | English translation:Enshrined in... | Explanation: This is quite a ubiquitous collocation, especially when talking about conventions/legal documents/law etc:
"This principle is enshrined in the Geneva Conventions, and is a responsibility of warring parties, just as much as it is an ethic to be pursued..."
http://www.doctorswithoutborders.org/ng/ep2/ep2_qa.html
"the clause would undermine the right to free legal advice in custody that has been enshrined in English law through statute and case law.."
http://www.lawgazette.co.uk/news/opponents-win-custody-advic...
Basically, I wouldn't raise an eyebrow if I came across it, and in this context, this semi-fixed phrase is practically expected.

Also...(very contemporary and same context):
"The new waste regulations coming into force on 29th September 2011 are going to make waste management a lot more complicated.
This change is enshrined in The Waste(England and Wales) Regulations 2011 which came into force on the 28th March 2011."
