I think they mean that the first one is acc. to the official tariff, i.e. nominal, and the other one is adjusted for (whatever).

neutral  Eynati: That's pretty much what I said. However, the Hebrew does not actually say 'rate' שער. I clearly said "acc. to the official tariff".

  -> That is not what you said. You said nominal interest. Nominal interest is the interest rate unadjusted for inflation. Official interest is as I have exlained.
