English translation:Unbalanced ledger / Counterbalance ledger
Explanation:
In accountancy, as you surely know, כרטיס is normally used for ledger or account.
Then, I have two different interpretations, not more than a guess:

1. Unbalanced ledger
About מְעֵבֶר לאפס , it may mean "non zero", "unsettled", "unbalanced"
2. Counterbalance ledger
מַעֲבָר לאפס may refer to a ledger made specifically for counterbalancing an account

Thanks.
Counterbalance seems to make more sense in context.
