Michal - I am not sure that this is a specific legal term. My hunch (without much context) is that this most probably refers to a realtor's right to his fees based on the (alleged) fact that he was material in connecting buyer with seller and thus an effective entity (or factor).

To be honest, I'm not sure this is conveyed very well in English. The basic meaning is the person who brought about the sale of the property, the person who was the "effective cause" of the sale....

Allan's efforts were therefore the effective cause of the sale.."

(The context in this quote isn't real estate, but this is irrelevant here as they are only using this in a larger discussion on the topic).

The problem is that גורם יעיל can refer to any of the many English terms banded around: agent, broker, middleman. As any one of these (and others) can be the effective cause of the sale.

In your text, it appears to be referring to the realtor, therefore indicating that s/he is the effective cause of the sale.
