Explanation:
This is a doctrine in anti-trust (trade practices) law. The concept is that an arrangement will be considered illegal under anti-trust law when it essentially restrains external parties from trading and competing.

It is not the same as a cartel. A cartel is where entities get together to regulate the market between them, in contravention of anti-trust laws. Sometimes they might do so using restraint of trade provisions, but often, they are simply monopolies or oligopolies that by their very nature are prohibited from contracting with each other, whether or not the contracts involved are substantively in restraint of trade.

This is definitely not the same as a 'binding agreement'. A binding agreement is one that binds the parties to it. An arrangement in restraint of trade restrains parties outside of the agreement (and therefore is illegal due to breaching anti-trust laws).
