Hebrew to English translations [PRO]

Hebrew term or phrase: תאריך חיוב
This appears in a statement summarizing loan terms. I was thinking that it could be translated "date of commitment" or

"Date that debt was assumed".

Another one in the same doc:

סכום ביצוע
Literally it sould be "amount executed" , but would "amount issued" also be OK? Sounds better in English

Can אסמחתה also be spelled אסמכתא??

Finally, what would עמלת אי הודעה be in reference to loan expenses?

So many questions.... I would appreciate help on these.

Asker: Thanks alot! What would you say about סכום ביצוע in the context of a morgage: "Execution date/ disbursement date??? And in the same context...: (Date of first payment due?) חיוב ראשון עמלה אי הודעה (fee for non-notification??) I really appreciate the help on this Harold
