As a last resort I contacted the client and he said "I haven't a clue, just leave it out." The translator's equivalent of the solution to the Gordian knot problem I assume. Thanks to all who tried to help.

It's followed by the signature of the then Minister of Finance, Roni Bar-On, so I can't see where Hemi or Chemi could possibly fit in. I though it might be some sort of abbreviation for the date in Arabic, but can't find anything to support that. Thanks to all who tried to help. Think I'll give up and ask the client.

I would say its a name Chemi or Hemi (like my brother in law, :))
otherwise the quotation mark beetween chet and mem is required!

It certainly could be "the undersigned" but I would have expected ח"מ for that. This is /'חמ so that's why the alarm bell sounded. The full context is:
