ערכאה refers to the level of the court but I can't see any way of making that distinction here without being over wordy.

Explanation:
ערכאות are courts, and מוסמכת is authorized. I do not find the phrase "authorized court" as a commonly used legal phrase in Google searches. My guess would be something like "appropriate court of law".
