If you are trying to maintain the general tone and swap one idiom for another, I think "in the dark" is a good match as it equates the meaning (lacking knowledge of something) and evokes a gloomy tone, appropriate for crime/criminology.

It's a shame because I really wanted to suggest:
"there are more things in heaven and earth..." as this Shakesperan quote also has to do with the limitations of human knowledge, but it's just far too poetic and difficult to actually use, which may be why it appears so infrequently.
