Explanation:
I think "appointed" is wrong and that the word ממונה is frequently mistranslated into English. If it appears on the Internet in this context it could easily be simply because it was mistranslated many times by other translators.

Asker: Thank you. That's a good point. However, in my context I used desrtfox's answer since I needed the translation used in Israel for that position (even if initially it was mistranslated).
