Explanation:
I think סמן ראש is referring to the head pointer, a device which enables disabled/people in rehabilitation to operate computers and other such devices.
I've attached links for you to look at, it appears the more recent technological versions of it don't require the same amount of paraphernalia that the old versions did and instead work on tracking the movements of the head. Either way, it's just an extension of the technology as far as I can see.

The first link I noted also offers a few alternative names, such as "head controlled mouse emulators" but this is a bit of a mouthful, I'd stick with "head pointer" if I were you: "...head pointer technology for operating a computer".
