We could tell whether it is bad syntax as well as bad understanding of audio (sound) engineering. Audio surveillance is normally done with earphones - not a loudspeaker - to isolate the desired audio from surrounding noise, etc.

This last use you have posted can simply mean "the programme being listened to". Thus "The programme being listened to is diverted to a loudspeaker which is connected etc." But this interpretation doesn't work in your main question.

It is indeed likely to be the name of some kind of covert audio surveillance software (which makes the silent audible?) because it doesn't make sense otherwise that one can have any flexibility whatsoever in what one is listening to if it is being broadcast over a loudspeaker presumably by someone else. However, without more info, I would be hesitant to put forward a suggested answer or endorse any of those already given.

is a mot-a-mot translation from FR haut parleur or DE Lautsprecher or EN loudspeaker. In any case, here it seems to be a code name - otherwise the HE syntax would be different - like this:
תכנית ההאזנה ברמקול
which technically does not make sense either.
