Hebrew term or phrase: שליטה ובקרה על מכשירי הרדיו
I thought it's "command and control" but then I found on the web "access to and control of radio equipment" - which besides the fact of it being horrible construction (IMO), the access part doesn't really work for me. Then again, I'm not sure "command and control" is the correct translation.

When not in the "command and control" context, "שליטה ובקרה" is very reminiscent of a binomial (synonym binomial) (http://teflpedia.com/Binomial) (http://en.wikipedia.org/wiki/Siamese_twins_(linguistics)#Wit...

Similar binomials in English: safe and sound, rant and rave, peace and quiet, plain and simple, first and foremost, neat and tidy.

When translating these in other languages it is usually better to just choose the main meaning (usually the first element in the pair) e.g. safe and sound = safe.

Perhaps it could be the same situation here with שליטה ובקרה....it may simply be better to translate it as just "control".

Thank you all! I chose this option following a discussion with the client who said that in this case it's a Hebrew binomial and that I would do good to use either command or control, not both. So, thank you very much!

"Care" is one of the definitions of the word בקרה and שליטה is definitely command or authority, so although they are the other way round in your original, I can see this as a pretty accurate approximation of meaning of the original.

My thought process: The system serves the staff in their domestic communications, governs and controls the receivers of broadcasts both outgoing and incoming with respect to international communications. My reasoning was that מקלטי משדר followed by שידור וקליטה didn't make a lot of sense unless these last two words mean outgoing and incoming. My next thought was that this makes more sense if קש"פ means not internal but domestic (i.e. within the country) and קש"ח means not external but international and thus cover traffic going abroad from within the country as well as traffic coming into the country from abroad.

neutral  Sangro: Army people expect to see military terms. C&C is such a term and cannot be simplified for the sake of linguistic purity.
