English translation:The Welfare Services Department
Explanation:
Basically, this is a term very similar to
חו"ח or ז"ל or זיע"א.
It literally means 'shalom al israel', and in Jewish tradition is used as 'thank god' - to signify that it is good that something exists.

I would leave this out in the English translation.
Just like I wouldn't translate ז"ל as RIP, but would rather translate it as 'the late Mr. or Mrs. so and so', this term too doesn't really have a place in English.

Basically, this is a term very similar to
חו"ח or ז"ל or זיע"א.
It literally means 'shalom al israel', and in Jewish tradition is used as 'thank god' - to signify that it is good that something exists.

I would leave this out in the English translation.
