Reference information: Owner of an undeveloped plot - or sparsely built one - relinquishes its title the plot (and buildings) to a contractor. That in turn demolishes - if needed, builds a multi-family dwelling, and plot owner received in return one or more family dwellings (from those built by the contractor). That - instead of plot owner selling the plot - then buying some of the dwellings built on it.
