Perhaps it's from the Friday evening prayer "Shalom Aleichem", where it says: "Mimelech Malchey Hamlachim..." (i.e. God).

Did you hear it or read it?

Just another suggestion: Mi melech could also be a question: who is (the) king?
Without context this is a shot in the dark...
