סברה means halachic/ Talmudic reasoning.
It goes without saying that a talmid chochom has to have a mastery of all halachos, even ones in masechta kallo (see the ruling in Yoreh Deah 244), but ignorance of novel, unknown halochos does not affect his greatness. Only a major mistake in logical reasoning (sevoro) on his part, would diminish from his greatness and authority! (From the link below)
