זה עם זה refers to הלשונות. I am wondering whether your original actually says גלגולי and not perhaps בלבולי. I ask this because in the latter case it would be a simple reference to the concept of "confounding of languages". In that case the passage would be translated as referring to someone seeking "to sway the multitudes through the use of parables and the confounding of languages one upon the other so as to say one thing with four faces, and also he could have written in five tractates what it took him fifteen tractates to write." If your original does indeed say גלגולי then you would have to use something like "metamorphosis" of languages over each other, but that is a much less usual concept.
